A locker cabinet gives every pack its own door, which reads as more secure to a guest and makes a single failed bay obvious rather than hidden behind a carousel. The trade is more moving parts per bay, and a spare part list that matters more.
A lobby that empties at night
Between midnight and six the cabinet is alone. That is the window when a failed bay goes unnoticed and when the guest who needs a pack at 05:30 finds an empty row, so the alert rule and the restock hour are part of the design.
